Google says, "Who should use Search Console?

In that case, you can work with that person to ensure you have access and control to all of the reports from your website. In addition, it's a good idea to learn all you can about how your site is performing in search results so you can make important business decisions about your site".

That way, you and your SEO can ensure that your site is designed to be search engine-friendly from the bottom up. However, a good SEO can also help improve an existing site. While SEOs can provide clients with valuable services, some unethical SEOs have given the industry a black eye through their overly aggressive marketing efforts and their attempts to manipulate search engine results in unfair ways".
